UK Hair & Beauty Regulations

Most councils in the UK currently don’t regulate the majority of hair and beauty services, making our courses ideal if you want to get started quickly.

However, some councils do have restrictions on certain beauty treatments and may require business registration or a health and safety license. Licenses apply to services conducted in commercial and residential premises.

Licensing Frameworks

There are two main licensing frameworks for beauty services in the UK:

Massage and Special Treatment (MST) License

In both Inner and Outer London, all councils require an MST License for cosmetic tattooing (e.g. nano brows, ombre brows, lip blush/tattoo, eyeliner, and microblading).

Other services like hairdressing, nail care, and skincare treatments may also need an MST License, depending on each local council.

Local Government (Miscellaneous Provisions) Act 1982

Outside London, which consists of Metropolitan Districts, Unitary Authorities, County and District Councils, councils generally follow this Act, which also requires a license or registration for cosmetic tattooing.

In addition, some councils may require a separate special treatments license for services, such as massage, hairdressing, and other beauty treatments.

For the County Council group, most councils in this category don’t regulate beauty services. Each council in this group consists of smaller councils where beauty services are locally regulated.

Other Nations

Northern Ireland, Scotland, and Wales generally have a licensing framework for cosmetic tattoo as well. The following regulations have similar requirements or provisions with the Miscellaneous Provisions Act 1982.

Also, some councils in these regions may enforce separate licensing for hairdressing, massage and other beauty services.

That said, each local council in the UK has the final authority to decide which beauty services require regulations.
